Harkness Memorial Park is being developed by the Greater Metropolitan Cemeteries Trust (GMCT). GMCT is a not-for-profit organisation managing 21 cemeteries, memorial parks, and greenfield sites across Melbourne, Australia. Established as a Class A Cemetery Trust in 2010, GMCT is regulated under the Cemeteries and Crematoria Act 2003 (Vic), and accountable to the Department of Health Victoria.
